The Applicant is a mini bus driver who is serving a substantial term of imprisonment in default of payment of a large number of small fines for relatively minor traffic offences.

As explained in Eroni Delai (HBM 15/2000) and Savenaca Komai (BM 40/2000) the accumulation of short terms of imprisonment in this way is absolutely wrong.

Each of the sentences imposed on the Applicant is to be varied to enable his immediate release.
