DECISION

This is apparently an appeal against the refusal of a single Judge to grant leave to appeal and to grant bail.

Having been sent a notice by the Registrar, which is not in the correct form, it would be a denial of justice if this appellant were not given a hearing.

Therefore it will be listed on Thursday 18th November to allo allow the appellant to submit why the decision to refuse leave and grant bail was wrong. It is not an application for leave to appeal, it is an application in effect to appeal against the decision of Moti J.

There is no point in suggesting skeleton arguments but the appellant has been told that he may put anything he wishes in writing.

Sir Moti will not be able to sit. The Court will have to be supplemented unless the parties agree to if being heard by two Judges.
