Upon reading the submissions of the Applicant and reviewing the course of this litigation in a general way
And upon hearing the parties and they having no objection
And having identified a question of law of general and public importance and it appearing that the owners of the land have taken no steps and are unlikely to take steps
And upon the assurance from the Head of the Ministry of Justice that payment of counsels' proper costs and disbursement will be met
The Court hereby orders Timothy Arnold of the Cook Islands Bar is appointed amicus curiae for the purpose of the litigation and to address the issues presently before the Court.
